Summary Agricultural programs are often criticized as being expensive and wasteful. However, spurred by the ideas of Nobel Prize winner Gary BECKER many studies in agricultural policy have implicitly assumed or tried to test whether, given the political constraint it faces, government is as efficient as it possibly can be. Given the importance of this Efficient Redistribution Hypothesis (ERH) in the prevailing agricultural economics literature, proper understanding of this hypothesis and how it might be tested are important. This paper illustrates the meaning and ramifications of the ERH. We critique one of the two methods commonly used to examine empirically the validity of the ERH, and we illustrate our critique with an empirical example from U.S. agricultural policy. illustrieren unsere Kritik anhand der Agrarpolitik der USA.

The changing structure of agriculture from many small farms to fewer but larger farms is a concern often expressed. Many ...

The Budgetary and Producer Welfare Effects of Revenue Insurance

Legislation passed in 1996 changed the way the U.S. federal government acts to reduce risks faced by U.S. crop products. The authors compare the new, alternative forms of revenue insurance to the 1990 deficiency payment program and to a ''no-program'' alternative. They estimate the effects of the alternative polices on the acreage allocations of a representative farm, on the expected government...

Chapter 20 SELECTION OF POLICY IN POLITICAL-ECONOMETRICS ANALYSIS

During the early 1980s, U.S. agriculture underwent its worst financial crisis since the Great Depression in spite of record spending on government agricultural programs. In this chapter we test the hypothesis that the severity of the crisis may have been moderated if agricultural policy had been more flexible. Prior to the 1985 Farm Bill (U.S. Department of Agriculture 1986), agricultural polic...
